Our Mission

Honest packaging is not a premium. It should be the baseline.

Honest Fill exists because no one else built this. The snack industry has operated for decades with no independent accountability for what goes into a bag. Regulatory thresholds are weak, self-enforcement is nonexistent, and consumers have had no way to distinguish honest brands from deceptive ones.

We built Honest Fill to change that. A rigorous, transparent, independently enforced certification that means something — both to the consumer on the shelf and to the brand that earns it.

Our model is simple: high standards, independent verification, public accountability. Brands that meet the standard earn the mark. Brands that fail lose it. No exceptions.

Independent

We are not affiliated with any brand, retailer, trade group, or government agency. Our revenue comes from certification fees — not from the brands we certify making us look good.

Transparent

Our full standard is published and freely accessible. Our methodology is documented. Our enforcement decisions are public. There are no closed-door negotiations.

Enforceable

Certification is earned and maintained through independent audits. It is not a pledge or a marketing statement. Brands that fail audits lose the mark. Publicly.

The Context

Why this standard had to exist

The United States FDA regulates "non-functional slack fill" under 21 CFR 100.100 — but the definition of "functional" is broad enough to accommodate almost any amount of air. Brands routinely justify 40-55% empty space as required for "product protection." Regulators rarely intervene.

Consumer class action litigation has filled some of the gap. Over 50 slack-fill lawsuits have been filed since 2015 across food and beverage categories. Brands have paid tens of millions in settlements. But litigation is retrospective — it punishes brands after consumers have already been misled — and it has no mechanism for rewarding brands that do the right thing.

Honest Fill is prospective. It identifies, verifies, and publicly recognizes brands that meet a genuine honest fill standard before they reach the shelf. It gives consumers a tool for decision-making and brands a credible way to differentiate.

The certification also creates a documented compliance record that brands can reference in regulatory and litigation contexts — a real, independent audit trail of their fill practices.

How we operate

Standard Governance

The Honest Fill standard is maintained and reviewed annually by Honest Fill. All amendments are publicly documented and versioned. The standard is open for review by any brand, consumer, or researcher — no closed-door process.

Testing Process

Fill ratio testing is conducted by Honest Fill on brand-submitted sealed retail units using a documented volumetric protocol. Brands receive full test results for every unit submitted. Unannounced retail spot-checks provide independent real-world verification.

Conflict of Interest Policy

Honest Fill operates under a strict conflict of interest policy. No staff member or committee member may hold equity in or receive compensation from any brand seeking or holding certification. Policy is published in full on request.
