A clear, independently enforceable standard for fill integrity in snack and packaged goods. Designed to be achievable for honest brands — and impossible to fake.
Overview
The Honest Fill Standard establishes minimum fill requirements, measurement methodology, and audit procedures for snack and packaged goods products seeking Honest Fill certification. The standard is maintained by Honest Fill, an independent certification body with no commercial affiliation to any brand, retailer, or trade organization.
The standard was developed in response to widespread consumer frustration with slack-fill practices in the snack industry — specifically the use of oversized packaging to create the perception of more product than is actually present. The problem is simple: you can't tell how full a bag is by squeezing it. The Honest Fill mark changes that.
This document constitutes the complete and enforceable standard. All certified brands agree to be bound by its terms as a condition of certification.

Minimum fill ratio by volume required for certification
To earn and maintain Honest Fill certification, a product must achieve a fill ratio of 60% or greater by interior package volume. This means no more than 40% of a package's interior volume may be occupied by air, including all functional air allowances.
Why 60% — and why it's a no-brainer for honest brands
Brands that fill their bags honestly already hit 60% or above. This isn't a new burden — it's a standard that reflects what good operators are already doing. The 40% allowance exists specifically for legitimate operational needs, not as a loophole for deliberate underfill:

If you're already filling honestly, you pass this standard on day one — and you get a mark that proves it to every consumer who picks up your bag. The brands that can't pass are the ones consumers are already frustrated with.
Measurement Methodology
Honest Fill uses a straightforward sample-based measurement process. No facility visits are required for initial certification. Brands submit sealed retail units; Honest Fill measures each unit using the following protocol.
Step 1 — Total Package Volume
The interior volume of the sealed package is calculated from package geometry (length × width × gusset for flexible stand-up bags). For irregularly shaped packages, water displacement is used to determine total interior volume.
Step 2 — Product Volume
The package is opened and the contents are weighed. Product volume is calculated using the product's known bulk density. The remaining air volume is confirmed via displacement measurement of the empty sealed package.
Step 3 — Fill Ratio Calculation
Fill Ratio = Product Volume ÷ Total Package Interior Volume × 100. Results are recorded per unit. The average across all submitted units must meet or exceed 60%. No individual unit may fall below 75%.

Audit Process
Initial Sample Submission
Upon approval of a certification application, the brand ships 12 sealed retail units per SKU to Honest Fill. Units must be from standard production runs — no specially prepared samples. Honest Fill completes measurement within 5 business days of receipt.
Annual Renewal Submission
Every certified brand submits 12 units per SKU within 30 days of their certification anniversary. Brands provide units from current retail inventory. Honest Fill completes measurement and issues renewal confirmation within 5 business days.
Unannounced Retail Spot-Checks
At least twice per year, Honest Fill independently purchases certified products from retail or online channels and tests them without notice. This ensures real-world compliance matches what was submitted. Spot-check results are binding.
Consumer Complaint Triggered Testing
A verified consumer complaint alleging underfill on a certified product triggers an immediate spot-check purchase by Honest Fill, completed within 10 business days of the complaint.
Enforcement
Remediation Period: A brand that fails an audit is given 30 days to remediate fill practices and submit a new sample set. The Honest Fill mark may continue to be displayed during this period provided the brand notifies Honest Fill in writing.
Suspension: Failure of a remediation re-test results in immediate suspension. The brand must remove the Honest Fill mark from all packaging and marketing materials within 14 days. Suspensions are publicly disclosed on the Honest Fill certified brands directory.
Revocation: A second audit failure within a 24-month period results in permanent revocation. Revoked brands may not reapply for 12 months from the date of revocation.
Public Disclosure: All suspensions and revocations are published on the Honest Fill website. Honest Fill reserves the right to notify retail partners of suspended brands upon request.
Appeals
A brand may appeal an audit finding within 14 days of receiving the audit report. The appeal must include specific grounds for disputing the finding and any supporting data (e.g., production records, independent lab results). Honest Fill will issue a response within 30 days.
Brands may request an independent re-test of retained samples at their own cost. Re-test results will be weighted equally with Honest Fill's original measurement in determining the final outcome.
